I don't think that we need go back as far back in history as the era of the Borgias or Medicis to find parallels with the new breed of tech billionaires bending public policy and subverting democracy.Was not the heyday of Rockafeller,Carnegie or Getty in the late 19th early twentieth century in creating private monopolies in rail,steel and oil akin to the current gold rush in data control? And did not the bold anti trust legislation fought by lawyers in court tilt the balance in favour of democracy in America? Your premise is that we cannot rely on legal remedies to tame the beast but it is currently the only way that the imbalance of power bought by billionaires can be addressed.I am not discounting the street protests by nearly 7m US residents last weekend but an electoral midterm upset won't resolve the onslaught on civil liberties and public services only slow down the slide towards autocracy should Trump lose control of the tripos of the US constitution.
